For all of you who have multiple monitors, feel like doing something else while letting a city run on cheetah speed, or have any other reason for playing the game in windowed mode, the command-line option is
-window
There's probably a setting in one of the text config files or the registry that you can change in order to play in fullscreen mode again, but i haven't been able to find it. If you do decide to switch back to fullscreen mode, you'll have to run the game with the command-line
-fullscreen
